With the election of Éamon de Valera for Sinn Féin to the constituency of East Clare in June 1917, there was pressure for a new settlement to replace an increasingly outmoded Irish Home Rule Act, which had been languishing on the statute books since 1914. The Irish Convention was held at Regent House, TCD, from 25 July 1917 to 5 April 1918.
