In this pamphlet, published in 1869, Gerald Fitzgibbon, an Irish lawyer and author, proposed a reform plan centered around granting fixity of tenure to farmers.

Under this plan, farmers would receive secure tenure, contingent upon executing improvements that met the satisfaction of a designated public official.
